<div class="articleTxt smallText" id="articleTxt1">WASHINGTON -Preparing for political life after a bruising election, President Barack Obama will put greater emphasis on fiscal discipline, a nod to a nation sick of spending and to a Congress poised to become more Republican, conservative and determined to stop him.</div>
<div class="articleTxt smallText" id="articleTxt2">He is already giving clues about how he will govern in the last two years of his term.</div>
<div class="articleTxt smallText" id="articleTxt3">Obama will try to make gains on deficit reduction, education and energy. He will enforce his health care and financial overhauls and try to protect them from repeal should Republicans win control of Capitol Hill. He will use executive authority when blocked by Congress, and steel for scrutiny and investigations if the GOP is in charge.</div>
<div class="articleTxt smallText" id="articleTxt4">While trying to save money, Obama will have to decide whether to bend to Republican and growing Democratic pressure to extend Bush-era tax cuts, even for the wealthy, that expire at year's end. Obama wants to extend them for people making less than $200,000 and married couples making less than $250,000, but a broader extension is gaining favor with an increasing number of Democrats.</div>
<div class="articleTxt smallText" id="articleTxt5">Moving to the fore will be a more serious focus on how to balance the federal budget and pay for the programs that keep sinking the country into debt.</div>
<div class="articleTxt smallText" id="articleTxt6">In other times, that discussion might seem like dry, Washington talk. Not now. People are fed up with federal spending, particularly as many remain jobless.</div>
<div class="articleTxt smallText" id="articleTxt7">The White House refuses to talk about how the president will have to adjust his style or goals if power in Congress tilts right, for fear of undermining what Obama is still campaigning hard to do: keeping Democrats in power. There is no conceding as Obama recruits voters and rallies supporters all the way to Nov. 2.</div>
<div class="articleTxt smallText" id="articleTxt8">Yet if polls and analysts are on target, Republicans are poised to win big, possibly taking control of the House and gaining seats in the Senate, where Obama's party already lacks the votes to overcome bill-killing delay tactics. Obama probably will operate in an environment with even fewer moderate Republicans.</div>
<div class="articleTxt smallText" id="articleTxt9">The president has signaled that at the start of the new year, he will speak more directly to the country about the financial choices ahead. "If we're going to get serious about the deficit, then we're going to have to look at everything: entitlements, defense spending, revenues. ... And that's going to be a tough conversation," he said.</div>
<div class="articleTxt smallText" id="articleTxt10">It's one that will be framed by a bipartisan debt commission, whose ideas this December will give Obama political cover on where to suggest unpopular cuts.</div>
<div class="articleTxt smallText" id="articleTxt11">Obama says the most frustrating part of his presidency is that he had to keep spending money and adding to the deficit in his first six months in office "to save the economy." He has from the start called deficit reduction a goal, but one that had to get bumped in favor of sparking the economy.</div>
<div class="articleTxt smallText" id="articleTxt12">Almost 60 percent of likely voters now say cutting the yearly budget shortfall is the priority, even if that means the government can't spend on new education programs, develop alternative energy sources or enact his health care overhaul or alternative energy policies, an Associated Press-GfK poll found.</div>
<div class="articleTxt smallText" id="articleTxt13">Obama defends the huge economic stimulus plan and the bailout of U.S. automakers, and doesn't blame people for getting tired of all the spending. But he does accuse Republicans of showing a lack of genuineness about fixing the systemic problems that have driven up the debt long before he won the White House.</div>
<div class="articleTxt smallText" id="articleTxt14">And there rests the true trouble.</div>
<div class="articleTxt smallText" id="articleTxt15">Even though Obama and the Republicans ostensibly share the goals of reducing debt and creating jobs, they disagree fundamentally on their approaches. That problem appears to be worsened by the lack of a serious working relationship among the leaders. If divided government simply leads to more division over the budget and economy, newly empowered Republicans and a Democratic president seeking re-election may both pay the price.</div>
<div class="articleTxt smallText" id="articleTxt16">"It's going to be very hard to find common ground," said James Thurber, a professor of government at American University. "To a certain extent, (Obama's) strategy depends on the strategy of majority of the House, and what can be found in the Senate, where's he's basically going to be deadlocked."</div>
<div class="articleTxt smallText" id="articleTxt17">House Republican leader John Boehner of Ohio said if Obama and his team are going to work with the new Congress, then they must accept the end of government stimulus efforts as a means for creating jobs. Boehner and fellow Republicans have outlined a plan for governing that includes deep spending cuts and a repeal of Obama's health care law, among other changes. Boehner is likely to ascend to House speaker if his party wins a majority.</div>
<div class="articleTxt smallText" id="articleTxt18">"They're going to have to signal some kind of willingness to work with Republicans to cut spending," Boehner told The Associated Press. "Cutting government spending is what the American people want, and it's an approach neither party has tried yet."</div>
<div class="articleTxt smallText" id="articleTxt19">The yearly budget deficit stands at $1.3 billion.</div>
<div class="articleTxt smallText" id="articleTxt20">Obama may succeed in getting Republican support for trade pacts on a new education law that insists on school reforms. He will go for an immigration overhaul and energy legislation, but have to accept smaller, piece-by-piece results. Capping of greenhouse gas emissions, for one, seems to be going nowhere.</div>
<div class="articleTxt smallText" id="articleTxt21">"It's a very different reality for the president for the next two years, which is not to say that nothing gets done," said Norman Ornstein, a political scholar at the American Enterprise Institute. "Even in a rancorous and nasty environment, it seems to me there may some areas of opportunity."</div>
<div class="articleTxt smallText" id="articleTxt22">Either real compromise or political pressures may pull Obama and enough Republicans together to get some priorities done. President Bill Clinton managed to rebound and work with Republicans after they swept into office in 1994, teaming up on welfare and balanced-budget legislation.</div>
<div class="articleTxt smallText" id="articleTxt23">Never to be ignored are the core Democrats who helped get Obama elected and who, in some cases, are disgruntled about the pace of progress. "He's got to be careful to manage his base," said Ann Crigler, a professor of political science at the University of Southern California. "His election is going to start Nov. 3."</div>

<p><strong>Huntsville, AL</strong> - Over the past few weeks, we've seen several wrecks involving Huntsville Police Officers. Three of them have been serious, and the most recent killed a mother of three, who was expecting her fourth child.</p>
<p>While no one questions that police officers risk their lives to keep us safe, many in the community are now wondering why they are involved in so many auto accidents.</p>
<p>"(In) the last two months, we've had 25 accidents" admits Huntsville Police spokesman Harry Hobbs. "But 14 of those accidents were just little fender benders, and out of those 25 only 11 were at fault to the police officer that maybe could have been avoided."</p>
<p>For many people, those 11 where and officer was at fault is 11 too many. But Hobbs insists when you factor in the fact that many patrol officers are in their cars for hours at a time without a wreck, the numbers aren't as bad as they seem.</p>
<p>Unfortunately, accidents do happen. One such accident that happened Friday night proved deadly.</p>

<div class="articleTxt smallText" id="articleTxt1">OSLO, Norway -Imprisoned Chinese dissident Liu Xiaobo won the 2010 Nobel Peace Prize on Friday for using non-violence to demand fundamental human rights in his homeland. The award ignited a furious response from China, which accused the Norwegian Nobel Committee of violating its own principles by honoring "a criminal."</div>
<div class="articleTxt smallText" id="articleTxt2">Chinese state media immediately blacked out the news and Chinese government censors blocked Nobel prize reports from Internet websites.</div>
<div class="articleTxt smallText" id="articleTxt3">The Nobel committee praised Liu's pacifist approach, ignoring not-so-subtle threats by Chinese diplomats even before the announcement that such a decision would result in strained ties with Norway.</div>
<div class="articleTxt smallText" id="articleTxt4">Unlike some in China's highly fractured and persecuted dissident community, the 54-year-old Liu has been an ardent advocate for peaceful, gradual political change, rather than confrontation with the government.</div>
<div class="articleTxt smallText" id="articleTxt5">The committee cited Liu's participation in the Tiananmen Square protests in Beijing in 1989 and the Charter 08 document he recently co-authored, which called for greater freedom in China and an end to the Communist Party's political dominance.</div>
<div class="articleTxt smallText" id="articleTxt6">Liu was sentenced last year to 11 years in prison for subversion.</div>
<div class="articleTxt smallText" id="articleTxt7">In Beijing, China's Foreign Ministry lashed out at the decision, saying the award should been used instead to promote international friendship and disarmament.</div>
<div class="articleTxt smallText" id="articleTxt8">"Liu Xiaobo is a criminal who has been sentenced by Chinese judicial departments for violating Chinese law," the statement said. Awarding the peace prize to Liu "runs completely counter to the principle of the prize and is also a blasphemy to the peace prize."</div>
<div class="articleTxt smallText" id="articleTxt9">It said the decision would damage bilateral relations between China and Norway.</div>
<div class="articleTxt smallText" id="articleTxt10">In China, broadcasts of the announcement by CNN were blacked out. Popular Internet sites removed coverage of the Nobel prizes, placed prominently in recent days for the science awards. Messages about "Xiaobo" to Sina Microblog, a Twitter-like service run by Internet portal Sina.com, were quickly deleted. Attempts to send mobile text messages with the Chinese characters for Liu Xiaobo failed.</div>
<div class="articleTxt smallText" id="articleTxt11">The Nobel committee said China, as a growing economic and political power, needed to take more responsibility to protect the rights of its citizens.</div>
<div class="articleTxt smallText" id="articleTxt12">"China has become a big power in economic terms as well as political terms, and it is normal that big powers should be under criticism," prize committee chairman Thorbjoern Jagland said, calling Liu Xiaobo (LEE-o SHAo-boh) a symbol for the fight for human rights in China.</div>
<div class="articleTxt smallText" id="articleTxt13">More than a dozen friends and supporters of Liu gathered near the entrance to Ditan Park in central Beijing, holding up placards congratulating Liu. They shouted "Long Live Freedom of Speech, Long Live Democracy" and wore yellow ribbons on their clothes to signify, they said, their wish that he be freed.</div>
<div class="articleTxt smallText" id="articleTxt14">The small demonstration, initially undisturbed by police, pointed out the troubling status of China's dissident community. Liu is almost unknown in China except among political activists. Passersby on foot and bike did not stop, ignoring the demonstration.</div>
<div class="articleTxt smallText" id="articleTxt15">Norwegian Prime Minister Jens Stoltenberg told national broadcaster NRK he saw no grounds for China to punish Norway as a country for the award.</div>
<div class="articleTxt smallText" id="articleTxt16">"I think that would be negative for China's reputation in the world, if they chose to do that," Stoltenberg said.</div>
<div class="articleTxt smallText" id="articleTxt17">It was the first Nobel for the Chinese dissident community since it resurfaced after the country's communist leadership launched economic, but not political reforms three decades ago. The win could jolt a current debate among the leadership and the elite over whether China should begin democratic reforms and if so how quickly.</div>
<div class="articleTxt smallText" id="articleTxt18">Only one other Nobel peace laureate is imprisoned: Myanmar democracy leader Aung San Suu Kyi, who was awarded the 1991 prize and has been detained 15 of the past 21 years.</div>
<div class="articleTxt smallText" id="articleTxt19">She is due to be released from house arrest Nov. 13, a week after Myanmar's first elections in two decades. Suu Kyi's political party won the last elections in 1990 but the ruling junta never allowed it to take power.</div>
<div class="articleTxt smallText" id="articleTxt20">The Nobel citation said China's new world status must entail increased responsibility.</div>
<div class="articleTxt smallText" id="articleTxt21">"China is in breach of several international agreements to which it is a signatory, as well as of its own provisions concerning political rights," it said, citing an article in China's constitution about freedom of speech and assembly. "In practice, these freedoms have proved to be distinctly curtailed for China's citizens."</div>

<div class="articleTxt smallText" id="articleTxt30">The Dalai Lama on Friday issued his public congratulations to Liu.</div>
<div class="articleTxt smallText" id="articleTxt31">"I would like to take this opportunity to renew my call to the government of China to release Liu Xiaobo and other prisoners of conscience who have been imprisoned for exercising their freedom of expression" the Dalai Lama said.</div>
<div class="articleTxt smallText" id="articleTxt32">The son of a soldier, Liu joined China's first wave of university students in the mid-1970s after the chaotic decade of the Cultural Revolution.</div>
<div class="articleTxt smallText" id="articleTxt33">Liu's writing first took a political turn in 1988, when he became a visiting scholar in Oslo &mdash; his first time outside China.</div>
<div class="articleTxt smallText" id="articleTxt34">Liu cut short a visiting scholar stint at Columbia University months later to join the Tiananmen Square protests in Beijing in 1989. He and three other older activists famously persuaded students to peacefully leave the square hours before the deadly June 4 crackdown.</div>
<div class="articleTxt smallText" id="articleTxt35">Liu went to prison after the crackdown and was released in early 1991 because he had repented and "performed major meritorious services," state media said at the time, without elaborating.</div>
<div class="articleTxt smallText" id="articleTxt36">Still, five years later Liu was sent to a re-education camp for three years for co-writing an open letter that demanded the impeachment of then-President Jiang Zemin.</div>

<div class="articleTxt smallText" id="articleTxt1">CLEVELAND -Politically weakened but refusing to bend, President Barack Obama insisted Wednesday that Bush-era tax cuts be cut off for the wealthiest Americans, joining battle with Republicans &mdash; and some fellow Democrats &mdash; just two months before bruising midterm elections.</div>
<div class="articleTxt smallText" id="articleTxt2">Singling out House GOP leader John Boehner in his home state, Obama delivered a searing attack on Republicans for advocating "the same philosophy that led to this mess in the first place: cut more taxes for millionaires and cut more rules for corporations."</div>
<div class="articleTxt smallText" id="articleTxt3">Obama rolled out a trio of new plans to help spur job growth and invigorate the sluggish national economic recovery. They would expand and permanently extend a research and development tax credit that lapsed in 2009, allow businesses to write off 100 percent of their investments in equipment and plants through 2011 and pump $50 billion into highway, rail, airport and other infrastructure projects.</div>
<div class="articleTxt smallText" id="articleTxt4">The package was assembled by the president's economic team after it became clear that the recovery was running out of steam. There was a political component, too: With Democrats in danger of losing control of the House in November, Obama is under heavy pressure to show voters that he and his party are ready to do more to get the economy moving and get millions of jobless Americans back to work.</div>
<div class="articleTxt smallText" id="articleTxt5">However, none of Wednesday's proposals, nor Obama's call for allowing tax rates to rise for the wealthiest Americans, seems likely to be acted on by Congress before the elections, reflecting the battering Obama and congressional Democrats have taken in public opinion polls.</div>
<div class="articleTxt smallText" id="articleTxt6">Obama made one of his strongest appeals yet to allow the tax cuts passed under President George W. Bush &mdash; in 2001 and 2003 &mdash; to expire at the end of the year on schedule, but just for individuals earning more than $200,000 annually or joint filers earning over $250,000. The changes would affect dividend and capital gains rates and various other tax benefits as well as income from wages and salaries.</div>
<div class="articleTxt smallText" id="articleTxt7">The president's strategy &mdash; pushing for legislation to save some tax cuts but not all &mdash; carries its own risks. Since all the tax breaks would expire automatically at the end of the year if Congress failed to act, that could result in sweeping increases for taxpayers at every income level &mdash; a major blow to recovery hopes and a colossal dose of blame for voters to parcel out to lawmakers and the White House.</div>
<div class="articleTxt smallText" id="articleTxt8">Some influential Democrats, and Obama's own former budget director, Peter Orszag, have suggested a compromise might be necessary &mdash; one to temporarily extend all the tax cuts, perhaps for a year or two &mdash; given the current election-year animosity between the two parties.</div>
<div class="articleTxt smallText" id="articleTxt9">But in his remarks in Cleveland, Obama strongly signaled he wasn't about to sign off on any such deal.</div>
<div class="articleTxt smallText" id="articleTxt10">"Let me be clear to Mr. Boehner and everyone else. We should not hold middle class tax cuts hostage any longer," the president said. The administration "is ready this week to give tax cuts to every American making $250,000 or less," he said. It was a slight misstatement of his own position, since the $250,000 would apply to household income. The threshold for individuals would be $200,000</div>
<div class="articleTxt smallText" id="articleTxt11">White House officials said Cleveland was picked as the speech site expressly because Boehner, who probably would become House speaker if Republicans take back control of the chamber in November, laid out his party's economic agenda here in a fiery Aug. 24 speech.</div>
<div class="articleTxt smallText" id="articleTxt12">At that time, the Ohio Republican called for Obama to fire key economic advisers and to support an extension of all the Bush tax cuts.</div>
<div class="articleTxt smallText" id="articleTxt13">Boehner kept up the attack on Wednesday. "If the president is really serious about focusing on jobs, a good start would be taking the advice of his recently departed budget director and freezing all tax rates, coupled with cutting of federal spending to where it was before all the bailouts, government takeovers and `stimulus' spending sprees," he said after Obama spoke.</div>
<div class="articleTxt smallText" id="articleTxt14">Earlier, Boehner was even more specific on ABC's "Good Morning America," saying Congress should freeze all tax rates for two years and pare back federal spending to 2008 levels. The deep recession began in December 2007.</div>
<div class="articleTxt smallText" id="articleTxt15">White House press secretary Robert Gibbs noted that keeping the Bush tax cuts in effect just for two more years would represent a change from past calls by Boehner to keep them in place permanently.</div>
<div class="articleTxt smallText" id="articleTxt16">"My question for him is: Are they abandoning the permanent or are they going with the two-year plan? I've seen him saying permanent so many times that I tend to believe that," Gibbs told reporters aboard Air Force One. "That's his plan and I think that continues to be his plan."</div>
<div class="articleTxt smallText" id="articleTxt17">Republicans, and some Democrats, argue that the fragile state of the economy makes this a poor time to raise taxes on anyone &mdash; and that increases could stifle wealthier people's appetite for spending.</div>
<div class="articleTxt smallText" id="articleTxt18">Obama argued that the rich are more likely to save additional money than spend it. And he said the struggling U.S. economy can't afford to spend $700 billion to keep lower tax rates in place for the nation's highest earners.</div>
<div class="articleTxt smallText" id="articleTxt19">That $700 billion is what the nonpartisan congressional Joint Committee on Taxation estimates it would cost the Treasury to continue tax cuts for top earners over 10 years. What Obama wants to do would cost just over $3 trillion over the same period, the panel estimates.</div>
<div class="articleTxt smallText" id="articleTxt20">The debate over the Bush tax cuts is an unwelcome one for dozens of vulnerable Democratic incumbents just weeks before Election Day. Already, a handful of Democrats in conservative or swing districts, such as Reps. Gerry Connolly in the northern Virginia suburbs of Washington, D.C., and Bobby Bright in southeastern Alabama, have come out publicly for extending all the cuts &mdash; at least temporarily.</div>
<div class="articleTxt smallText" id="articleTxt21">Sen. Michael Bennet, D-Colo., engaged in a tight re-election battle, said he "would not support additional spending in a second stimulus package" and that any new initiatives such as Obama's infrastructure package should be paid for with leftover funds in the $814 billion stimulus package passed last year.</div>
<div class="articleTxt smallText" id="articleTxt22">Still other embattled Democrats, wary of alienating middle-class voters, are siding with Obama. In central Ohio, for example, Rep. Mary Jo Kilroy has said the tax cuts for higher earners should be repealed but middle-income people should see no tax increases.</div>
<div class="articleTxt smallText" id="articleTxt23">Obama acknowledged recovery had slowed noticeably, with unemployment hovering just under 10 percent.</div>
<div class="articleTxt smallText" id="articleTxt24">"The middle class is still treading water, while those aspiring to reach the middle class are doing everything they can to keep from drowning," he said.</div>
<div class="articleTxt smallText" id="articleTxt25">Polls have shown a steady slippage in Obama's approval ratings and an accompanying rise in Republican prospects for winning House and Senate seats in November. That has chipped away at Obama's leverage to get things done in Congress.</div>

<div class="articleTxt smallText" id="articleTxt3">The blaze broke out Monday morning in Four Mile Canyon northwest of Boulder and rapidly spread across 5 1/2 square miles or 3,500 acres. Erratic 45-mph gusts sometimes sent the fire in two directions at once.</div>
<div class="articleTxt smallText" id="articleTxt4">Crews managed to save the historic town of Gold Hill, including an old West grocery store and structures once used for stagecoach stops. But firefighters in the area had to relocate their engines and equipment several times to avoid the flames.</div>
<div class="articleTxt smallText" id="articleTxt5">"The fire moved too quickly and was much more active than anticipated," Haberstick said.</div>
<div class="articleTxt smallText" id="articleTxt6">Despite the fire's destructive advance, no injuries have been reported, although some residents told of narrow escapes.</div>
<div class="articleTxt smallText" id="articleTxt7">"I just drove through a wall of flames," Tom Neur told KDVR-TV. "The bumper is melted off in the front of the van."</div>
<div class="articleTxt smallText" id="articleTxt8">Neur's wife, Anna, left earlier, and the couple reunited at temporary shelter. They said their house was destroyed.</div>
<div class="articleTxt smallText" id="articleTxt9">"I don't care about the house," Anna Neur told her husband. "I'm just glad you're OK."</div>
<div class="articleTxt smallText" id="articleTxt10">Fire managers said 1,000 homes had to be evacuated from the canyon and surrounding areas. Four belonging to firefighters were destroyed. Those firefighters were allowed to leave to attend to their families and personal affairs, said Laura McConnell, a spokeswoman for the fire management team.</div>
<div class="articleTxt smallText" id="articleTxt11">More than 100 firefighters were on the scene on Monday, and the winds quieted enough by late afternoon to allow three tankers to drop more than 40,000 gallons of fire retardant along the leading edge of the fire.</div>
<div class="articleTxt smallText" id="articleTxt12">The winds pushed the fire through three canyons where pine trees have been left prone to fire by disease, drought and beetles that burrow under the bark of pine trees, fire managers said. Such beetles have killed more than 3.5 million acres of trees in Colorado and southeastern Wyoming.</div>
<div class="articleTxt smallText" id="articleTxt13">"We haven't had any rain there for almost a month. Maybe more than a month," said Craig Douglas, who lives north of the fire and received a knock on the door from a sheriff's deputy at about 8 p.m. on Monday. "The humidity the last couple of days has been in the single digits, so it was a fire waiting to happen."</div>
<div class="articleTxt smallText" id="articleTxt14">The cause of the fire was unknown, and officials said it was too early to say how much, if any, of it was contained.</div>
<div class="articleTxt smallText" id="articleTxt15">"It's very rocky, hilly, mountainous terrain," said Boulder County sheriff's Cmdr. Rick Brough.</div>
<div class="articleTxt smallText" id="articleTxt16">Video from KUSA-TV showed at least one home engulfed in flames.</div>
<div class="articleTxt smallText" id="articleTxt17">"There is ash falling from the sky," David Jones told The Denver Post from his home in Gold Hill, where about 250 people live. "We're getting out of here."</div>
<div class="articleTxt smallText" id="articleTxt18">Officials said one fire vehicle was destroyed by the blaze.</div>
<div class="articleTxt smallText" id="articleTxt19">Some ground crews remained at the fire through the night. At least four more aerial tankers were requested to join the fight Tuesday morning.</div>
<div class="articleTxt smallText" id="articleTxt20">More than a half-dozen dirt roads that thread the narrow canyons were closed.</div>
<div class="articleTxt smallText" id="articleTxt21">A billowing, white plume of heavy smoke was visible for miles before sunset. County health officials advised residents to stay indoors if the smoky air became irritating.</div>
<div class="articleTxt smallText" id="articleTxt22">The Boulder County alert system malfunctioned for about two hours Monday afternoon, leaving authorities unable to send automatic calls telling residents to evacuate. Officials said it began working again later.</div>
<div class="articleTxt smallText" id="articleTxt23">The Red Cross set up an overnight evacuation center at the Coors Events Center on the University of Colorado campus in Boulder. Douglas and about a dozen others were there early Tuesday.</div>
